Bank is Not a Collector: FDCPA Venue Rules Inapplicable

Bank's action against credit card holders for non-payment of credit card account was not subject to venue provisions of Fair Debt Collection Practices Act (FDCPA); Act regulated practice of debt collectors, and bank, which issued credit card, and was acting to collect debt owed to itself, was not acting as creditor.
