Fair Debt Collection Practices Act (FDCPA) applies only to persons whose primary business is debt collection, who regularly collect debts for others, or who use another person's name to collect debts. Consumer Credit Protection Act, § 803(6), 15 U.S.C.A. § 1692a(6).

Therefore, the FDCPA applies only to persons whose primary business is debt collection, who regularly collect debts for others, or who use another person's name to collect debts. See Sweet v. Wachovia Bank and Trust Co., N.A., 2004 WL 1238180 *2 (N.D.Tex.2004).
