Cliff also alleges a violation of § 559.72(9) of the Florida Act, which prohibits a debt collector from claiming, attempting, or threatening to enforce a debt when the debt collector knows that the debt is not legitimate, or asserting the existence of some other legal right when the debt collector knows that the right does not exist.
