Parking tickets issued by the authorities are not FDCPA debts because they are have no contractual basis [must arise from a "transaction" as required by the definition]. See Betts, 245 FSupp2d 1130 (not an FDCPA debt but reporting the tradeline gives rise to FCRA coverage). But if the charges --typically for towing or over-staying agreed time-- are contractual or quasi-contract based on an arrangement at a private lot, then they are debts because of the transactional foundation.

Hi,

Wouldn't you putting 25 cents in the meter be a quasi-contract or transaction with you paying a certain amount of money to the city and agreeing to occupy that parking spot for the time allowed?

Just a thought...
