Office of Foreign Assets Control (OFAC) was prohibited from referring penalty to private collection agency.

Office of Foreign Assets Control (OFAC) was prohibited from referring to private collection agency a penalty imposed on member of advocacy group for violating Iraq travel ban, by regulation stating that, upon nonpayment, “the matter shall be referred to the United States Department of Justice for appropriate action to recover the penalty in a civil suit in a Federal district courtâ€
