Mattson v. U.S. West Communications, 967 F.2d 259 (8th Cir. 1992) held that the statute of limitations begins to run (at least as far as a dunning letter is concerned) on the date of the letter/mailing. Once the letter has been deposited into the mail, it is irretrievable and therefore the alleged wrongful act is deemed irrevocable and accordingly, the statute of limitations begins to run upon mailing. Receipt by the debtor is immaterial. Id.
