Extension of Credit Required to be a "Debt"?

Rejecting the collector’s argument that an extension of credit was required, the Seventh Circuit stated: “We must therefore hold that an offer or extension of credit is not required for a payment obligation to constitute a "debt" within the FDCPA.â€
