Norman K.K. Lau was born and raised in Honolulu, Hawaii. He graduated from St. Louis High School in 1966. He then served with the U.S. Army from 1967-1969 and is a Vietnam veteran. Then, he pursued a Bachelor of Business Administration Degree in Travel Industry Management in 1972 from the University of Hawaii. He subsequently secured a Juris Doctorate Degree from Gonzaga University School of Law in Spokane, Washington in 1976. Norman was awarded the Reginald Huber Smith Community Lawyer Fellowship from 1976-1979 and worked in the welfare and housing units at the Legal Aid Society of Hawaii concentrating on consumer class actions. Perez v. Chang, 438 F.Supp. 238 (D. Hawai'i 1977) and Dennis v. Chang, 611 F.2d 1302 (9th Cir. 1980) are examples. He later became the Director of a Hawaii State Bar Association funded project called Association for Individuals Developmentally and Emotionally Disturbed (AIDED) which concentrated on special education litigation and then entered the private practice of law in 1980.

Presently, Norman concentrates on representing individuals suffering from debt collection abuse, victims of identity theft, victims of fraudulent automobile dealership practices, and victims suffering from false statements in their credit reports primarily under the Fair Debt Collection Practices Act, the Fair Credit Reporting Act, the Truth In Lending Act, and Hawaii's statutes regulating collection agencies and unfair or deceptive trade practices. One example of a Hawaii case involving a consumer class action against a collection agency is Fuller v. Pacific Medical Collections, Inc., 78 Hawai'i 213, 891 P.2d 300 (App. 1995). He has also favorably settled many cases in the federal and state courts on behalf of his clients. In addition to these areas of law, he also represents individuals who are victims of realty fraud, injured workers, workers subjected to sexual harassment/discrimination, automobile accident victims, and victims of legal and/or medical malpractice. See Schefke v. Reliable Collection Agency, Ltd., 96 Hawai'i 408, 32 P.3d 52 (2001) for an example of an employment retaliation case.

Norman is a member of the National Association of Consumer Advocates, a member of the Consumer Lawyers of Hawaii and a former member of its Board of Governors, a member of the American Trial Lawyers Association, the American Bar Association, and the Hawaii State Bar Association.
